Sovereign intelligence is a machine that reasons for you, on your hardware, from a record you keep and can prove. Not a hosted assistant with a privacy policy. A tool on your bench, with your keys in the lock.
Here is why that is the right arrangement, and why 2026 is the year it stopped being a preference and became a necessity.
When you store your thoughts in another man's cloud, they are no longer your thoughts. They are his data.
For a decade that line read as a stance. This year it reads as a description. The hosted model is a glass house: everything you put into it is visible to the owner, shaped by the owner, and retained on terms the owner can change. The convenience is real. So is the glass.
Three panes are breaking at once.
The measurements are no longer speculative. When researchers first looked in 2023, roughly one employee in ten had pasted company material into a public chat model, and around eleven per cent of what they pasted was confidential: source code, client records, internal strategy. By the 2026 Data Breach Investigations Report, regular AI use on corporate devices had risen from 15% to 45% of employees. A January 2026 survey found close to half of employees admitting to uploading sensitive company or customer information into AI chats.
Samsung gave the case its name. In April 2023, inside twenty days, engineers pasted proprietary source code and meeting notes into a public model on three separate occasions. The firm banned the tools. The code was already gone.
This is Shadow AI, and it is not a discipline problem. It is an architecture problem. People will use the best tool within reach. If the best tool within reach leaks, the firm leaks. The fix is not a policy. The fix is a machine that reasons as well and does not leave the building.
The EU AI Act entered into force in August 2024. Prohibited practices became enforceable in February 2025. Transparency obligations for general-purpose models followed in August 2025. The broad obligations for high-risk systems land on 2 August 2026. Penalties run to the higher of 35 million euros or 7% of global turnover.
Read that timeline against the leak figures above. Half your people are pasting client data into systems you do not run, and the regime that fines you for it is now in force. A firm that cannot say where its data went, what reasoned over it, and what was retained has no answer to give. A firm that runs the machine on its own hardware has a short one.
This is the quietest break and the worst. A hosted model answers from a corpus you cannot see, tuned by an owner you cannot question, and the answer can change tomorrow with no notice and no lineage. Ask it what it told you last month and it guesses. Ask it to show its sources and it invents them, confidently, in a tone indistinguishable from the truth.
A machine that guesses is a broken tool. A machine that leaks is a worse one. A machine whose record can be silently rewritten is the worst of the three, because it poisons the thing you were using it to keep: your own conclusions, and the evidence you drew them from.
Three words, and each one is a mechanism, not a mood.
Local. The model runs on your machine. A question asked of your vault is answered in your room. Nothing crosses the wire unless you send it. The hosted providers remain available, by your key and by your choice, for the work that needs them; they are never the default and never the only path.
Kept. Everything the machine reasons from is a record you hold: atoms you accepted, nodes you concluded, each with its source attached. The vault is yours to keep and yours to share. When you leave, it leaves with you. When a colleague leaves, it stays with the firm. Corporate amnesia, the other great leak, is plugged by the same door.
Sealed. Every atom and node is fingerprinted as it is made: a SHA-256 hash, write-once, with its date. Edit, and a new seal is added; the old one stays. Any reader can check any piece in their browser without an account and without asking us. The record cannot be quietly rewritten, by the machine, by another hand, or by you on a day you do not remember.
Local answers the leak. Kept answers the amnesia. Sealed answers the rewrite. Remove any one and the glass is back.
Because the local models are good enough. Two years ago a machine on your bench could not hold a conversation about your own notes. This year it can, and it improves every quarter without a subscription.
Because the leak is measured. The figures above are not a forecast. They are what has already happened, counted.
Because the law is in force. August 2026 is not a deadline on the horizon. It is this month.
And because the rewrite is underway. The longer your record lives in a glass house, the more of it has already been reshaped, and the less you can prove about what you actually thought, and when.
